Mapping Civic Education: Key Findings from the 2026 CivxNow State Policy Scan
Each year, CivxNow conducts a comprehensive review of state-level K–12 civic education policies in order to track progress across the country. The results of the annual scan are reflected in the State Policy Map, where users can view state-by-state results.
This year’s policy scan reflects growing momentum, including a notable rise in states recognizing excellence in civics. Additionally, the increasing presence and impact of AI and media literacy in classrooms is reflected, alongside key areas like assessment and teacher professional development.
Research Roundup: Separate Reports Reveal Civics’ Growing Prioritization, Challenges to its Continued Proliferation
Civic learning is a growing priority for school districts nationwide, but a lack of systemic support still limits universal student access.
According to two recent reports by the Center for Reinventing Public Education (CRPE), while 90% of districts embed civics into required classes, far fewer require hands-on experiences, community service, or standalone instruction. The research also highlights a significant gap in professional development, particularly around teaching civic skills and navigating controversial topics. Ultimately, CRPE emphasizes that bridging these gaps will require resourcing district-level implementation and connecting civic education to broader goals like literacy and career readiness.
AI Corner: Youth Civic Engagement Meets the Future of Technology
This summer, more than 130 student delegates and education leaders gathered in Boston for America’s Youth AI Festival, hosted by CivxNow members AASA and the EMK Institute alongside Day of AI and MIT RAISE.
Through simulated legislative sessions, students drafted and passed a student-authored AI bill addressing algorithmic bias, deepfakes, and data privacy, demonstrating that active civic education and digital literacy must go hand-in-hand to prepare youth for 21st-century policymaking.

State Policy Network
iCivics Chief Policy and Advocacy Officer Shawn Healy recently joined policy leaders at the State Policy Network annual meeting in Orlando to champion civic education. The gathering highlighted insights from Yuval Levin’s American Covenant and showcased how states are serving as “laboratories of democracy” on key issues like educational choice.
Illinois Democracy Schools Network
Last week, the Illinois Democracy Schools Network hosted educators and leaders at Northern Illinois University for its annual convening, centered on the theme “Civic Ready, Future Ready.” The event highlighted the Network’s 20-year growth to over 90 high schools, and inspired visiting delegations from Indiana and Wisconsin.
Reagan Institute Summit on Education
Earlier this month, iCivics CEO Louise Dubé and members of the policy team joined bipartisan leaders at the Ronald Reagan Institute’s ninth annual Reagan Institute Summit on Education (RISE) in Washington, D.C. The summit featured discussions focused on modernizing K–12 civics to prepare students for active citizenship.

- In a Constitution Day event hosted by the Federal Bar Association at the University of Oklahoma-Tulsa, U.S. Supreme Court Justice Sonia Sotomayor warned about the lack of investment and decline in civic education.
- More than one-third of adults still cannot name the three branches of government, according to the annual Annenberg Civics Knowledge Survey, released on Constitution Day.
- Many states like Alaska now require civics and constructive dialogue in classrooms, but more than half of students say that they self censor because of peer pressure, according to new survey results by the Sandra Day O’Connor Institute.
